FREDERICK, MD - Frederick County Commissioners presented their 2013 legislative package to the Frederick County Delegation Friday morning.
"I think we had a great conversation with the commissioners where they rolled out their legislative package," says Sen. David Brinkley, (R) , chairman of the Frederick County Delegation. "They have their specific needs, their specific wants, but then also their sentiments, and those are their position statements."
Slots could end up in Frederick County charitable groups, such as VFWs and religious organizations. That's just one of the bills county commissioners discussed with the delegation.
"I would like to see a state-wide voter ID or proof of identity bill, so I'm excited about that one, but there's a lot of issues in the legislative package," says Blaine Young, (R) , president of the Frederick County Board of Commissioners.
13 county bills and 17 position statements are moving forward to a public hearing. One of those bills would allow deer hunting with a rifle.
"It's something that's permitted in a lot of counties, and I suggested they model it after what the other counties have done if they want to have it get through. We're just concerned that people hunt where they have permission," says Sen. Ron Young, (D) , Frederick and Washington Counties.
Another bill to get the green light would allow county franchises and chain stores to sell wine and beer. Currently, only corporations are allowed to sell them.
Also moving forward is a bill to ban synthetic marijuana in the county. Senator Young and Delegate Galen Clagett will also sponsor a state-wide spice ban bill.
"Obviously, it's a health hazard, and it should be controlled, so it's that and the fact that it does impact how the county operates when these things are being sold legally," said Clagett, (R) - vice chairman of the Frederick County Delegation.
The delegation will vote on which bills to present in Annapolis when session begins in January.
The public hearing on the 2013 legislative package will be held Saturday, December 8, at 10 a.m., inside the first-floor hearing room of Winchester Hall.
