Captured: Man Caught on Camera Deflating Woman's Tire Arrested

MARTINSBURG, WV - Martinsburg Police arrested the man they say secretly deflated a woman's tire with a homemade "stop stick" device and then offered to follow her home.Michael Garland is charged with destruction of property and tampering with a motor vehicle.

It happened last Wednesday at the Sheetz store on West King Street.  Surveillance cameras caught Garland placing a device with nails on the woman's tire, then offering to help her when she returned to her car. She declined and got help from someone else.

His motive wasn't clear.
