Garrett County Fatal Accident

GARRETT COUNTY, MD - The Garrett County Sheriff's Office has concluded its investigation into a motor vehicle collision involving a pedestrian.

Police say on Saturday October 13, 2012 around 11:30 a.m., Garrett County Sheriff's Deputies responded to a motor vehicle collision involving a pedestrian at the intersection of Oak Street and South First Street in Oakland. 

According to a news release, 71-year-old, Patricia Farrell Franklin of Deep Creek Lane, was crossing Oak Street towards South First Street when she was struck by a pickup truck. The driver, has been identified as 22-year-old, Olivia Storey of Oakland.

Franklin was taken to Garrett Memorial Hospital, and later transported to Ruby Memorial Hospital in Morgantown, West Virginia where she was later pronounced dead.

As the investigation progressed, police discovered that the accident was actually caught on a video surveillance system of a local business. Based on the evidence, it was determined that the actions of the driver in the collision, did not rise to criminal negligence.

Storey was charged by the investigator with two violations of the Maryland Transportation Article.
