HAGERSTOWN, MD - The Mayor and Council had a busy first work session and quite the announcement regarding the status of the stadium project.

Council Members discussed how it's been months since City officials spoke with an anonymous donor who said he or she would contribute $15 million.

The donor promised officials the money would be there by the end of November, but that hasn't happened.

Council Member Lewis Metzner says the donation was never guaranteed.

"We have to publicly acknowledge that the $15 million that was promised is that a promise but it's not here and we just can't proceed until we have that money," says Metzner.

The City Council voted 3-2 to sell the Army Reserve Property to Washington County for $625,000 under the condition it will mainly be used as a senior citizen center and will meet city zoning approval by February 1st.

The City will also be hiring a new police officer for the school zone cameras, and three new fire personnel.
