Robert Haines Junior, 47, was sentenced to 10 years in prison but will only serve four and a half years, unless he violates the terms of his release.
Hainess victim addressed the court and asked the judge to keep him behind bars.
She said "I dont want my children breathing the same air as him because the pain he caused will never be erased."
Robert Haines was a 24-year-old social studies teacher in 1984 when school officials began investigating reports he abused a 13-year-old student.
Haines was asked to resign from his teaching position but charges werent filed until July of last year when the victim came forward.
"Victims of sexual child abuse serve life sentences regardless of the sentencing thats actually imposed on the perpetrators. We try to do everything we can for these victims to try and bring some closure to it. The reality is we see regularly and routinely that theres no total final closure," said Charles Strong, Washington County States Attorney.
Haines offered a tearful apology to his victim and her family. The victim declined to go on camera but said despite the apology, theres no excuse for abusing children. Haines has 30 days to file an appeal.
