Proposed Leash Law in Hagerstown

Hagerstown City Council members are planning to discuss the adoption of a leash law at Tuesday nights work session.
The new rule would require all pet owners to keep their furry friends on a leash when taking them off private property. According to a release, if the law is adopted, Mayor Bob Bruchey and council members would have to figure out what agency would enforce it.
Pet owners in Hagerstown are currently governed by the Washington County animal control ordinance.
Paul Miller, of the Humane Society of Washington County, said that "The law states that once your dog comes off the property of the owner it has to be under the control of the owner or the caretaker or someone responsible. But it does not say anything about being on a leash. It just talks about being under control."
At least two dozen states in the U.S. have leash laws.
