Jeffrey Shiflers release was put on hold until an appeal hearing scheduled for Noon Friday. Federal prosecutors want Shifler to remain in prison until his trial.
U.S. Magistrate Judge William Connelly agreed Thursday to release Shifler, 41, on $100,000 bond. In addition to being confined to the home 24 hours a day and seven days a week, Shifler must always be in the presence of an adult family member.
He cannot use the phone or send mail without permission. He is also banned from possessing a gun.
Shifler is accused of making threatening phone calls and sending anonymous, threatening letters to local leaders, including the citys first black council member.
Hes also accused of an anthrax threat at City Hall.
Shifler has been in jail since February 9th.
He faces 10 years in prison for making threats by telephone, ten years for making threats by mail, and five years for the anthrax hoax charge.
Jeffery Shifler was fired from the Hagerstown Police Department back in 2003 for falsifying payroll records. He was hired two years later by the Boonsboro Police Department.
A trial date has not yet been set.
