Tonya Hall, of 141 East Avenue, was charged $100 in fines.
Hall was cited for two violations of requirements of owners; animal at large, one violation of control of rabies, and one violation of licensing your dog. Each violation is $25.
The citations come after Hall's two Pit Bull terriers attacked one man and two women around 2:00 p.m. Sunday near the 200 block of East Avenue.
Hagerstown police say the two dogs had been fighting and were corned in a yard. One of the dogs lunged at an officer and bit the officer in the right leg. The officer then shot once at the attacking dog in self defense. Police say the bullet struck the dog in the back and continued on striking the second dog in the mouth.
Police say the three residents who were bitten were taken to Meritus Medical Center with injuries. The officer did not receive any medical treatment.
One dog was three years old and the other three months old. Both dogs were taken to veterinarians for their injuries and had to be put down.
