Norman Frazier was 25-years-old. He suffered burns to 90 percent of his body after he was pulled out of his car.
Officials with the Washington County Sheriff's Department say a deputy had pulled Frazier over for speeding; then he decided to flee the scene.
Officials say he was speeding and driving recklessly and it took deputies a while to catch up with him.
Bystanders say they saw the car hit another vehicle and then strike a utility pole. They say the impact caused the engine to fall out of the car.
The four people in the other car were treated for non-life threatening injuries.
The road was shut down for several hours. The deputy that was on the scene is being provided with a crisis counselor, a standard protocol for events this traumatic.
"Passerby's and the deputy were able to pull Mr. Frazier from his vehicle and put the fire out that was on him and was transported to Meritus Medical Center for his treatment and later flown to Baltimore Shock Trauma."
It's still not clear why he drove away from the traffic stop. Frazier has a lengthy criminal record dating dating back to 2004.
The reconstruction of the accident can take up two weeks to complete.
