State of Emergency Declared for Maryland and Virginia in Advance of Sandy

HAGERSTOWN, MD - Hurricane Sandy is poised to bring heavy rainfall, strong winds, and potentially heavy snowfall to portions of the area, and officials are already preparing for what Sandy may bring.
Governor Martin O' Malley (Maryland) and Governor Bob McDonnell (Virginia) have both signed executive orders declaring a State of Emergency for their respective states.
These executive orders for a faster response once Sandy makes landfall early next week, even though her effects will be felt well in advance of the eye actually making landfall.
