Man Suing State Police in Chambersburg for Violating Civil Rights

CHAMBERSBURG, PA - A Franklin County man is suing members of the state police for what he says was a violation of his civil rights, caught on tape.

The federal lawsuit stems from a case two years ago.
State police went to Christopher Broadwater's house in Chambersburg for a welfare check. WGAL obtained in-car video from Broadwater's attorney.

Broadwater is manic depressive and was supposed to go to the hospital. But in the patrol car, he says state police troopers and a corporal beat him up.

His attorney says the video shows Broadwater getting pepper-sprayed in the face, then rolling out of the car and off-camera, where he's beaten and tased.

Later, Broadwater went to the hospital where his face was stitched up.

The lawsuit singles out Corporal Christian Fow as the main aggressor. Fow was charged with simple assault for this incident. But a jury found him "not guilty" and he has since returned to duty.

Broadwater's attorney says justice has not been done for his client. The state police spokeperson they do not comment on pending litigation.
