By 2010 officials expect Franklin County to grow by 8.6 percent. The problem is whats not coming with this boom; the money to support its growing infrastructure. "Despite all our work on school property tax relief and gambling helping to subsidize school taxes, I knew that wouldnt be enough. I started to think about how else we could attack the problem and the answer was right across the line there in the Hagerstown area, with the impact fees that Maryland levies," said Rep. Stephen Maitland (R) Adams County. Representative Maitland has written a bill that would charge impact fees. He got the idea from just over the Mason-Dixon Line in Washington County. They impose taxes upon developers and new homeowners to help pay for necessary infrastructure. "New school construction, infrastructure improvements in the school districts, in the municipalities, when it comes to water lines, sewer lines, road improvements; all of that can be embodied in this legislation," said Rep. Rob Kauffman (R) Franklin County The House committee on local government was in Chambersburg to see if the ideas they have put forth in House bill 2654 worked for local leaders. Members of local municipalities, school boards, home builders and realtors were brought in for the brainstorming session. Not everyone agreed with the bill and with the higher taxes it would impose. "It doesnt matter if industry is here if the people cant afford to live here, nobodys going to be able to work here. Its why a lot of jobs are moving out of Pennsylvania now," said Louis Biacchi, Pennsylvania Builders Association Committee members will take everyones input and suggestions back with them to Harrisburg this fall to see if they can bring it to a vote in the legislature.
