MCTC in Hagerstown is also on total lockdown. For the second time this year, a Maryland Corrections Officer has been killed. The officer was stabbed to death.
"We have lost another family member. Our hearts are heavy, but we will not be deterred. We will continue to confront acts of violence in our prisons," said Commissioner Frank Cizer, Division of Corrections.
Three prisoners attacked 41-years-old David McGuinn, who worked at the facility for two years. Officials said McGuinn was wearing a protective vest when he was stabbed to death in the neck and lower torso.
"Inmates have the ability to make weapons out of just about anything they make weapons out of plastic. If you give them plastic forks and spoons, theyll find some way to wrap those plastic forks and spoons. They take parts from their beds, their bunks, typewriters. With any type of hard object, they sharpen it down and they make weapons," said Ron Bailey, Corrections Officers Union.
"As a result of this tragic and violent act, the Emergency Ops Center was enacted at midnight and will remain in effect indefinitely and special response teams have been deployed from other prisons across the state to assist staff," said Cizer.
A fight broke out around 10:00 a.m. at MCTC. About 25 inmates were fighting. The fight is under investigation and the prison is under lockdown.
No major injuries were reported for inmates or officers. Officials at the Maryland Corrections Training Center said the lockdown is just precautionary while they investigate and protect their staff as always, while they mourn one of their own.
"After almost two years of dedicated service, Officer McGwen has paid the ultimate price to maintain public safety," said Cizer. Governor Ehrlich has ordered all Maryland flags be flown at half-staff until sunset on the day of the funeral of Correctional Officer David McGuinn.
