Officials said it happened after midnight in the central parking lot in downtown Hagerstown.
Two detectives were patrolling the lot when they heard a woman crying for help. Police said they found the woman being attacked by a man.
Police arrested James Bond, 33. The victim told police that she was walking toward Medas Tavern when the man approached her asking for a cigarette.
She said he struck her in the face, knocked her to the ground, and began sexually assaulting her.
The victim was transported to Washington County Hospital for medical treatment. Bond is being charged with multiple counts of sexual assault.
