WINCHESTER, VA - Congress has appropriated $120 million for emergency food and shelter programs for Virginia.

Winchester and Frederick County will receive $11,233 due to unemployment in the area.

"I believe that the Winchester area has around a seven percent unemployment rate and although we're doing a little bit better than the rest of the country, we still have many people that have lost jobs and are in need," says Joseph Schtulman, president of the United Way Northern Shenandoah Valley.

In order for community agencies to qualify for funding, they must meet board standards such as having a strong service impact, working with other service groups, and financial accountability.

"They're identified as part of the national program they have set up standards for what organizations serve on the board. These individuals meet about a few times a year, review the applications, and make determinations on who would get the funds," says Schtulman.

Faithworks, a community development nonprofit organization, is hoping to meet these standards.

"Faithworks will use the money to do rental assistance, help people. Maybe somebody had an emergency, had to fix their car so they could get to work and are short on their rent," says Sandra Webster, director of community management of Faithworks.

This grant is an increase from the 2011 grant and both Schtulman and Webster believe it will make a difference for those in need.
