Police Log: 11/10

Frederick County, MD Sheriff:

On 11/9/2011 at approximately 7:32 p.m. Cpl. Gary Cline of the Frederick County Sheriff's Office arrested Joshua J. Galla, age 24 of Windber, PA.  Galla was charged with possession of marijuana, possession of drug paraphernalia and consuming alcoholic beverage in the passenger area of a vehicle.
Cpl. Cline was patrolling in the area of the Myersville Burger King when he observed a van that was blocking the flow of traffic into the establishment.  Cpl. Cline could see the driver, Galla, was unconscious behind the wheel.  He also smelled the odor of marijuana coming from inside the vehicle.  After several attempts, Cpl. Cline was able to rouse Galla.
Through investigation, suspected marijuana, drug paraphernalia (pipe) and an open bottle of beer were found inside the vehicle.  The contraband was seized as evidence and placed on property with the Sheriff's Office.  Galla was transported to the Frederick County Adult Detention Center's Central Booking Unit for processing.
Cumberland Police Department:
On November 9, 2011 at approximately a Cumberland Police Department officer observed a traffic violation on Bedford Street and stopped the vehicle.  The driver, Brandon Allen Mathew Rotruck age 25 of Cumberland, was found to have two active arrest warrants.  Rotruck had an Allegany County Bench Warrant for Failure to Appear as well as an arrest warrant from the state of Virginia for Violation of Probation related to a Felony CDS conviction.  Rotruck was placed under arrest at the scene.  A passenger, Brandi Diane Mathis age 23 of Cumberland, was found to be in possession of CDS paraphernalia and was issued a criminal citation.  A search of the vehicle revealed that Rotruck, a convicted felon, was in unlawful possession of a firearm.  Rotruck was transported to Cumberland Police Department for processing.  He was served with the arrest warrant, charged with firearms violations and he received citations related to the traffic offenses.  Rotruck was then taken to Allegany County District Court for an initial appearance and was held in the Allegany County Detention Center on $3,000 bond.
Frederick Police Department:

Members of the Frederick Police Department Drug Enforcement Unit were on foot in the 300blk. N. Market St.  While standing in this area officers observed two males sitting inside of a vehicle and passing a suspicious item back and forth and smoking it.  Officers could tell it was not a cigarette being passed.


Officers approached the vehicle and detected the odor of burnt marijuana emanating from the vehicle.  Officers placed both occupants inside of the vehicle under arrest.  The vehicle was searched incident to arrest and no additional contraband was located inside the vehicle.  As officers searched Michael Voorhis, they located prescription drugs which did not belong to him.


Both suspects were transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
