NARCOTICS ARRESTS
On 10/31/2011 at approximately 1:56 a.m. Dfc. Nathan Rector of the Frederick County Sheriff's Office arrested Andrew D. Potts, age 19 of Fairfield, PA.  Potts was charged with possession of marijuana and possession of drug paraphernalia.   A 16 year-old female from Orrtanna, PA was referred to the Department of Juvenile Justice on the same charges, with an additional charge of possession of tobacco products by a minor.
Dfc. Rector initiated a traffic stop on S. Seton Ave. in Emmitsburg for speeding.  Dfc. Rector could smell a strong odor of marijuana coming from inside the vehicle.  Through investigation, suspected marijuana totaling 6.4 grams and drug paraphernalia were found inside the vehicle.  The contraband was seized as evidence and placed on property with the Sheriff's Office.  The driver, Potts, was transported to the Frederick County Adult Detention Center's Central Booking Unit for processing.  The passenger (juvenile) was released to the custody of a parent.
Cumberland Police:

October 31, 2011
On October 31, 2011 at approximately 6:30 PM the Cumberland Police Department responded the 400 block of Virginia Avenue for the report of an assault in progress.  Officers arrived and contacted the parties involved.  There was a dispute between a male and female that escalated and the male allegedly threw a rock and struck the female.  The subjects were instructed to leave the area and not cause further disturbances.
Officers were then called to W. Second Street at approximately 7:00 PM for another argument between the same parties.  When officers arrived they found the same male that had been told to leave the area.  Carl Raymond Skidmore III, age 28 of Cumberland, was arrested at the scene.  Skidmore was charged with Assault 2nd Degree, Disorderly Conduct, Fail to Obey a Lawful Order, and Disturb the Peace.  Skidmore was taken to Allegany County District Court for an initial appearance and held on $2,500 bond in the Allegany County Detention Center.
