Police Log: 10-17-2011

Frederick Police Department:
On Sunday October 16, 2011 at approximately 0714 hours officers of the Frederick Police Department responded to the area of West Patrick Street and College Avenue for the report of an accident.  As officers were responding Dispatch advised that the operator of the vehicle was running from the accident scene and carrying unknown items from the truck.  Officers obtained a description of the driver from witnesses and located the subject a short distance away.  The subject located by police, later identified as Sinsky, was positively identified by witnesses as the driver of the vehicle in the accident.  Sinsky had removed a case of beer from the vehicle was attempting to run while carrying the beer.  Sinsky left a trail of beer cans from the vehicle to his location where he was found.  Sinsky failed a series of standardized field sobriety tests while at FPD headquarters for processing.  Sinsky agreed to take an intoximeter test and registered well above the legal limit.  A check of Sinsky's driving status further revealed that his license to drive was suspended and revoked.  Sinsky also had an alcohol restriction on his driving record.  Sinsky was subsequently transported to central booking where he was released after receiving a $14,000 bond.  No one was injured in the accident and the only damage besides the vehicle was a fire hydrant.
Allegany County Sheriff:
On 10/10/11, The Allegany County Sheriffs office investigated a motor vehicle crash on Barrelville Rd Mt Savage, Md. On 10/17/11, The Sheriffs Office was notified that the driver of the Tractor trailor involved in the Motor vehicle crash on Barrelville Rd.,  John Everett Clinger AGE 58  of Oak Hill Florida, succumbed to his injuries at Maryland Shock Trama hospital at 0130 hrs on today's date. Clinger was the driver in the single vehicle accident when he fell asleep at the wheel and the tractor trailer that he was operating went through a guardrail on a bridge and rolled down into Little Jenning's Run. Officers of the Allegany County Sheriff's Office responded as well as rescue units from Mt. Savage, LaVale, and Wellersburg. Also responding were Allegany County Hazmat and the State Highway Administration. Barrelville Road was closed for four hours until OK Towing could remove the tractor and trailer which were destroyed.
Cumberland City Police:
On 10/16/11 a Criminal Summons was served on Tamara Metz, age 22, of Cumberland charging her with felony destruction of property.  The charges stem from an incident on Frederick Street during September 2011 where Tamara Metz is alleged to have thrown rocks at a house causing over $2500.00 in damage.
On 10/16/11 a Criminal Summons was served on William Charles Morris, age 28, of Cumberland charging him with telephone misuse and harassment.  The charges were the result of a statement of charges filed by a female at District Court alleging that William Morris has been making threatening phone calls to her.
Maryland State Police, Frederick:

Troopers from the Maryland State Police Frederick Barrack responded to the area of E/B Rt.340 at I-70 for a report of a two vehicle motor vehicle collision.  TFC Ciccarelli and TFC Witanowski, of the Frederick Barrack responded to the scene and conducted traffic control and collision investigation.

     While investigating the collision the roadway had to be closed for emergency vehicles to respond to the scene. TFC. Ciccarelli was in the process of directing traffic when Dennis Ray Engle 59 years old of Fairfield, PA traveled between parked emergency vehicles nearly striking first responders at the scene.

     Upon initial contact with the driver, troopers discovered signs of impairment including the strong odor of an alcoholic beverage emanating from the drivers breath. TFC Ciccarelli conducted field sobriety tests on Engle. Engle was than arrested for driving under the influence and transported to the barrack for processing.

     At the barrack, Engle was charged with Driving Under the Influence and released to the care of a family member.

     The Maryland State Police want to remind all motorists that drinking and driving is a major factor in collisions and deaths in the state of Maryland.


Frederick Police:

On Monday, October 17, 2011 at approximately 12:15 p.m., officers with the Community Services Division of the Frederick Police Department were conducting covert surveillance of Mullinix Park along Carroll Creek in response to citizen complaints of drinking in public and related nuisance violations. During surveillance operations, officers observed a male and female sitting on a bench located near the Mullinix Park pavilion and playground. Officers then observed the female remove a 24 ounce can of beer from a bag and proceed to take turns drinking the alcoholic beverage with the male. Officers approached the subjects, recovered the half empty can of beer, and placed the individuals under arrest for consuming alcohol in a public park. Both arrestees were transported to the Frederick County Adult Detention Center and released following appearances before the District Court Commissioner.
     This operation is part of an ongoing effort to effectively partner with the community to strategically address crime and disorder issues in the City. The Frederick Police Department, through communication with our residents, businesses and community partners, will continue to conduct crime analysis and strategic deployment of personnel and resources to address disorder, drug activity, drunkenness and quality of life issues.
     The community is encouraged to contact the Frederick Police Department non-emergency number at 301-600-2100 to report criminal and suspicious behavior as it is occurring. When residents "say something when they see something," it strengthens the partnership between police and the community and assists with effectively addressing issues in a timely manner.
Hagerstown Police:
Hagerstown Police Department responded to a shooting that occurred this afternoon at 3:30 pm in the area of Jonathon Street and West Franklin Street. One patient has been transported to Meritus Hospital at this time. HPD is looking for an African-American male in his late teens or early twenties. Hagerstown Police Department will be hosting a press briefing at 5:30 pm tonight at their headquarters, 50 North Burhans Blvd.  Hagerstown Police Department is still investigating the shooting and all media inquiries are directed to HPD at 301-739-8577 ext: 269.
