WINCHESTER,VA - Animal neglect is not out of the norm and officers in Frederick County recently responded to a woman's home on Bellview Avenue.
"We had dealt with her a little bit back in 2010. She actually breeds the dogs herself, kind of like a backyard breeder and she breeds them to obtain money off of them to sell the puppies," says Andrea Enke, animal control officer.
On January 9th, 20 dogs and four cats living in terrible conditions were found.
"The dogs were okay. They were a little filthy, covered in feces a little bit but the home itself, the conditions were deplorable," adds Enke.
Officer Enke said the apartment had ammonia, leaving some of the animals with medical issues.
The owner agreed to sign the animals over to the local SPCA shelter to put them up for adoption.
Margo Bach, interim director of the SPCA, says one of the cats almost did not make it.
"The female cat that needed to have the emergency spay probably would not have made it. She was really sick and she had to be on antibiotics and she probably would have not made it. The chihuahua with the cherry eye needed to have the surgery," says Bach.
Luckily, all 24 animals were brought back to a healthy and clean state. Bach says the cats and dogs were adopted very quickly and only a few are left waiting for their lucky owner.

More than a slap on the wrist might eliminate some of this abuse and neglect. These ignorant people need to be dealt with as criminals.
