Cortez is charged with assault, kidnapping and armed robbery.
Police say the robber entered a Tekflash computer repair store back in November, and forced the clerk down into the basement, tied his hands behind his back with nylon rope and told him to sit on the floor.
They say the robber took off with $60 from the cash register, three laptops, two of which were Toshiba, and a backpack.
The clerk did not receive any medical treatment.
