Reported by: Mary King Tuesday, Dec 1, 2009 @06:53am EST MARTINSBURG, WV - A Martinsburg man accused of setting fire to his neighbor's house back in August of last year says he's guilty.
In a plea agreement with the state, Allen Starcher plead guilty on Monday to a charge of first degree arson. Starcher told officials on the night of the fire he had been drinking before he put a lighter to cardboard boxes that were under the porch at the home on North Centre Street. Two people were inside the house when the fire started on August 23rd, 2008. As part of a plea agreement Starcher will not be sentenced to more than 10 years in prison, but will have to pay restitution and court costs. Starcher will be sentenced on February 1st, 2010. |
